In Los Angeles, young undercover FBI agent Johnny Utah is sent into the local surfing community to find a gang of bank robbers. He quickly strikes up a friendship with philosophical surfer Bohdi, and becomes drawn into the thrill-seeking lifestyle of Bohdi's group.
